Setting Up Utilities in Barrie & Simcoe County

Setting up utilities is nobody's favourite moving task. In Barrie it's also more confusing than it needs to be, because the services are split across four different organisations — and one of them depends on your exact address.
Here's who does what, in the order you should tackle them.
The short version
- Water, wastewater & stormwater — City of Barrie
- Natural gas — Enbridge Gas
- Hydro (electricity) — Alectra Utilities or InnPower, depending on your address
- Internet — multiple providers, your choice
Everything below is the detail that matters.
Hydro: the one that catches people out
Barrie is served by two different electricity distributors. Depending on where your home sits, you'll be with either Alectra Utilities or InnPower — and it is genuinely determined by location, not by neighbourhood name or postal code area.
This trips up more newcomers than anything else on the list. People ask a neighbour, or assume, and set up an account with the wrong company.
What to do: check your specific address with either provider before you assume. If you have any paperwork from the previous owner or your landlord, the provider name will be on it. Your real estate lawyer or agent can usually confirm too.
Set the account up to begin on your possession date, not the day after.
Water: the City of Barrie, with a catch for renters
Water, wastewater and stormwater are billed by the City of Barrie, on one account.
If you own the property, you (or someone you authorise) can create the account online or in person.
If you're renting, you can't set this up yourself. The City requires the tenant water account to be set up by the property owner or their designate. This surprises a lot of renters who arrive expecting to open their own account.
If you're a tenant, raise this with your landlord before you move in rather than after. It's their step, not yours, and it's easily forgotten in the handover.
Worth doing while you're there: sign up for the pre-authorized payment plan. Water bills are the ones people most often forget until a notice arrives.
Natural gas: Enbridge
Enbridge Gas supplies natural gas across the Barrie area. One provider, no ambiguity.
Before you call, work out whether you actually need gas. Check whether your furnace, water heater, stove, fireplace or dryer are gas-powered — some Barrie homes are fully electric, and it's an easy thing to assume either way.
If you're buying, confirm this during your inspection rather than discovering it on a cold night.
Internet: start this first
Of everything on this list, internet has the longest lead time and the least flexibility.
Installation appointments routinely run two to four weeks out, and it gets worse at month-end when a large share of the city is moving at once. If you work from home, this isn't an inconvenience — it's an income problem.
Order it four weeks before you move, not the week of.
Barrie is served by the major national providers as well as several smaller and regional ones. Availability varies by address — particularly for fibre, and particularly at the edges of the city and in the surrounding townships, where options thin out quickly.
If you're moving to a rural address in Springwater, Oro-Medonte, Innisfil or one of the other townships, check availability before you commit to the property. Rural internet options can be genuinely limited, and it's much better to know in advance.
The order to do all this in
Four weeks out - Order internet — the longest lead time by far - Confirm which hydro provider serves your address
Two to three weeks out - Set up hydro, effective your possession date - Set up gas with Enbridge, if you need it - Set up your City of Barrie water account — or, if renting, confirm your landlord has
One week out - Confirm every account is active and correctly dated - Arrange final meter readings at your old address
Moving day - Take and photograph final readings at the old place - Confirm everything is actually on at the new one
Two mistakes worth avoiding
Don't cancel your old service for the day you move. Give yourself an extra day of overlap. Moves run late, closings get delayed, and being without power or heat at the old address while you're still loading is genuinely miserable. A single extra day costs very little.
Don't assume the accounts transferred correctly. In your first week, log in and verify that each account is active, in your name, and dated from the right day. Billing errors here are common and far easier to fix in week one than in month three.
While you're at it: the other things Barrie splits up
Two more that work differently here than newcomers expect:
Garbage and recycling aren't the same system. Organics and garbage collection are run by the City on a schedule that depends on your exact address— organics weekly, garbage every other week. But recycling is not run by the City at all; it's managed by Circular Materials, a separate producer organisation with its own schedule.
Look up your address on the City's website in your first week, put the schedule in your phone as a recurring reminder, and you'll stop thinking about it.
Property taxes are billed twice a year by the City, each bill with two instalments. If you've bought a newly built home, expect an updated assessment from MPAC within the first few years, which can change your bill meaningfully.
One thing worth doing in person
Service Barrie, at City Hall (70 Collier Street), hands out a free welcome packageto new residents. It's a genuinely useful stack of local information, and it's the easiest place to sort your water account and ask the questions this article hasn't covered.
Worth the stop in your first couple of weeks.
